The European Health Emergency Preparedness and Response Authority (HERA) was created in September 2021 with the aim to address the vulnerabilities of the European Union for a strong European crisis preparedness and response, following the Covid-19 crisis. HERA will anticipate threats and potential health crises, through intelligence gathering and building the necessary response capacities, including medical countermeasures.

As stated by the European Commission, HERA is supported by a significant budget amounting to €30 billion coming from different financial instruments such as EU4Health, Horizon Europe and NextGenerationEU.

In the context of the Horizon Europe work programme 2023-2024, there will be support for HERA and Europe’s pandemic preparedness by investing in research contributing to better management of epidemics, adaptable clinical networks for drugs and vaccines development and distribution and a better comprehension of the emergence of cross-border health threats, including translational research. HERA will also support actions to facilitate the development and implementation of new ways to prevent, diagnose, and treat infectious diseases, including the growing problem of antimicrobial drug resistance.

There is currently one open call for proposals (deadline April 11th, 2024) to fund projects on Host-pathogen interactions of infectious diseases with epidemic potential. A list of eligible viruses has been established. If you are interested in applying, please read the complete text of the call https://www.horizon-europe.gouv.fr/pandemic-preparedness-and-response-host-pathogen-interactions-infectious-diseases-epidemic and contact goeurope@pasteur.fr.
